Given the USAn acquisition of the Philippines as a result of the Spanish-American War, I think the establishment of a naval base in Hawaii was almost inevitable, whether the islands were annexed or not. Otherwise, the supply line is just prohibitively long. (Hmm. The Spanish held it for centuries without a comparable base, but that was in the age of sail; how much does that change things?)
