I'm extrapolating that they work in a similar fashion to fastpenta in the Vorkosigan universe, in that the person under the influence can't lie.
Poor Blake, I wouldn't put it past her father to make her the scape goat to smooth relationships between Earth and Vulpine Prime. She has too much of his ambition and not enough of his caution.
