Because I'm cheap AND lazy
Anybody know of a good freeware program that will let me manipulate images to make icons?

I use MSPaint. Or, if I'm at work, MS Picture Manager.

The GIMP is free, good, and easy to
use
. It is, however, a tremendous pain to
learn
. There are good tutorials available, though, and it's nearly as powerful as Photoshop.
The Wacom support in Windows is worse than iffy, though, if that's an issue.
