Because I'm cheap AND lazy

Anybody know of a good freeware program that will let me manipulate images to make icons?

I use MSPaint. Or, if I'm at work, MS Picture Manager.

MSPaint is really not good for manipulating images that aren't cartoony.

I use Photoshop 5. The older versions of software are discounted on eBay.

Thanks for the suggestion. I bought a $12 copy from a reliable seller on Ebay. I'd missed being able to make LJ icons at work. :)

The GIMP is free, good, and easy to use. It is, however, a tremendous pain to learn. There are good tutorials available, though, and it's nearly as powerful as Photoshop.

The Wacom support in Windows is worse than iffy, though, if that's an issue.
