It would appear the recent screamfest in USGov circles and among the pundits over this is rather overblown, as usual. Judging from the content, it's a case of the Mexican govenment taking practical action to at least mitigate the effects of something they have no real control over. The overall tone of the thing can be summed up as "First off, don't this. But if feel you have to, at least don't do anything stupid that'll get you either arrested or killed."
