Does anyone know how to get Adobe Photoshop Elements to resize a picture to a specific number of pixels in width x height. The damned resizing tool doesn't seem to want to give me an easy option for that.

In the menu bar: Image/resize/imagesize/

Change units to pixels, then enter the size you want. Check or uncheck "constrain proportions" depending on what you want.

Also, I normally use "resample image: bicubic".

Does that work for you? I'm using an old version of Elements for Sinister Bedfellows.

Ah, ha! It was the "resample image: bicubic" that I was missing! Thank you!
