Georgia vs. Maryland

jeriendhalSo we've been waiting to hear from the Maryland Dept. of Health and Mental Hygiene about our petition to re-adopt Georgia and make her an American citizen (right now technically she's a resident alien). Today we got their decision back in the mail.
Update: Apparently it was a case of reversed order. We were supposed to send certain paperwork to the county first, before moving on to the state level.
They said they need her Chinese birth certificate certified. Certified by who they didn't bother to tell us. If they meant the Chinese government, that may be a minor problem, since we got it IN FUCKING CHINA! Tracy is going to callthe DHMH's office to get more information about what to do next. I hope the worst case scenario I have to make another trip into DC to the Chinese document office. If not, we've got a big problem.
