They also have to get a permit to protest, and most cities give them the smallest time limit they think they can get away with without Fred Phelps trying to sue them.

And yeah, the counter protest was AMAZING, and on both sides of the street. I counted maybe four members of the church, total? Counter protesters were totally blocking traffic and everything, and the police were just all "Whatever, go be awesome, counter protesters!"
